Brian played a key role in the creation of one of England's first Primary Care Trusts in April 2000 (Southampton East Healthcare Primary Care Trust). In 2001, Southampton East PCT became city-wide, co-terminus with the unitary authority, and changed its name to Southampton City Primary Care Trust.

Brian has been Chief Executive since April 2000 and is a qualified accountant, a Corporate Treasurer and has a Masters degree in Business Administration. Brian is Chief Executive lead for South Central Mental Health and Learning Disabilities and is SRO for the local LIFT programme, Connecting for Health and the Southampton ISTC.

During his career, Brian has held corporate directorships in the private sector and has worked in both Europe and the UK.
